The Metropolitan Sewer District of Greater Cincinnati (MSD) is seeking a highly motivated Senior Environmental Safety Specialist (Water Quality Program Manager) dedicated to water quality to join the Environmental Team within the Compliance Services Division. The Water Quality Program Manager will lead MSD’s efforts related to water quality and play a vital role in supporting MSDs mission. It’s All About Clean Water!
Primary responsibilities of this position include:
· Leading and conducting studies to assess the water quality on MSD’s receiving streams
· Assisting internal and external customers with regulatory concerns
· Preparing and presenting educational materials at internal and external meetings
· Preparing NPDES permit renewals applications and Permit-to-Installs (PTIs), as needed
· Maintaining facility Stormwater Pollution Prevention Plans (SWPPPs)
· Staying up to date on emerging environmental trends, regulations, technologies, and best management practices (BMPs)
· Making recommendations for BMPs to be implemented, as needed
· Performing routine facility inspections and audits
· Tracking permit compliance
· Maintaining facility Spill Prevention, Control & Countermeasures (SPCC) plans
· Developing and delivering required training to MSD employees
· Supporting MSD’s Discharge Assessment team, as needed
· Providing QA/QC for overflow reporting & basin ops presentation
· Maintaining records of communications with regulators
· Managing outside vendors for successful completion of projects
· Preparing special reports and analysis, as required
· Performing required compliance reporting
· Other duties, as assigned.
A successful candidate should possess the following skills and qualifications:
· Knowledge of the CWA, NPDES, MSD’s Consent Decree/WWIP, CERCLA, RCRA, EPCRA
· Ability to read and interpret regulations and perform applicability determinations
· Strong written and oral communication skills with the ability to tailor communication to the needs of the audience (e.g., colleagues, regulatory agencies, etc.)
· Proficient in the use of computer software, Microsoft Word, Excel, PowerPoint, etc.
· Ability to assess complex environmental problems and develop effective, innovative solutions
· Ability to work with diverse teams, including engineers, government agencies, and the public
· Expertise in environmental science, chemistry, biology, and engineering principles
· Knowledge of wastewater treatment and water quality sampling methods & analyses
· Strong safety culture; OSHA 40-hour HAZWOPER preferred
